Mapping Growth: RTI's Developing Human Resources

A common way to visualize human resource development is to construct pyramid representations, with the base depicting the general population and the higher levels of the pyramid indicating those with greater abilities or training. It seems that this model may not suit the spirit or the mode of operation of the Regional Training Institute and, in particular, study circles.

Perhaps it would be helpful to conceptualize this process by viewing the Bahá'í population as a whole (Figure 1) and then “mapping” each stage of development. In this model, each box in the grid represents 1% of the Bahá'í population.

We might view this process in terms of “training population density,” or moving toward “critical mass,” by increasing the number of Bahá'ís who are actively participating in the training institute process.

Figure 2 represents a category #3 cluster in the “developing” stage referred to by the Universal House of Justice as “a few isolated localities and groups.” Here, 10-20% of the Bahá'í population is engaged in the study circle process (green), with another 2-6% serving as tutor/facilitators (red).

In Figure 3, we see a category #2 cluster in the “strengthening” stage, referred to by the Universal House of Justice as “established communities…gaining strength through a vigorous institute process.” Here, 20-40% of the Bahá'í population is participating in study circles (green), with 6-14% engaged in service as tutor/facilitators (red).

The final cluster category, “propitious,” is not depicted. This is referred to by the Universal House of Justice as “strong communities of deepened believers…in a position to take on the challenges of systematic and accelerated expansion and consolidation.” Further learning will be necessary to understand what this might look like in terms of human resource needs.

This model is, by no means, a perfect representation of the training institute process. This is just one idea to help the friends visualize progress in the arena of study circles. Further consideration should be given to these and other concerns:

This model depicts only the Bahá'í population. Due attention must also be given to the implications of the Universal House of Justice's call that study circles be open to all of the inhabitants of the locality.

Also not represented is the progression of participants through the sequence of courses. This could be incorporated, perhaps, with additional colors to allow the Bahá'í community to visualize its progress in this crucial aspect.

Again, it must be stressed that this is just one way of visualizing this process--it is by no means authoritative or all-encompassing. If it is helpful, or if you have suggestions for improving the idea, we welcome your input! Email the Hugh Chance RTI at coordinator@hughchancerti.org.
